I want to stack 30 .gif files together.
What is the best free program for doing that?

The files are at:
http://www.bom.gov.au/sat/solrad.shtml
and I want to combine all the images for one month.

To animate them, or just layer them?

Photoshop CS, photoshop elements or registax would do that I imagine.

Photoshop would probably be your best bet if you want to layer them so you can see the details from images underneath. Using PS you could vary your opacity of layers. Mind you 30 layers will look pretty messy. An animated gif might be a better way to go.

The Gimp (http://www.gimp.org/) is the best free program. It's similar to photoshop. It will also do animations (http://www.gimp.org/tutorials/Simple_Animations/). Although, using Photoshop and The Gimp are not the best ways to do animations.
