I saw on the news that someone reported the Queen to police for not
wearing a seatbelt. No mention was made of the fact that none of the visible occupants of the car was wearing one. I understand that the Queen is
immune from all civil and criminal charges, but does that apply to
Prince Charles and the presumed bodyguard in the front passenger seat?

I think you will find there is a protocol for ceremonial occasions, and speed limits etc.

I suspect there no other cars on the road except those travelling in the same direction. She had a full police escort and which ever turkey reported her deserves about 6 months in The Tower, and I'd be more than happy to inflict numerous medieval processes upon its wretched carcass... Arsenole!

I suspect that the difficulty in a prosecution might be hearing "In the matter of The Crown vs The Crown" in Court.

Princess Diana was also probably exempt from seatbelt laws ...
I agree if the Queen and her immediate passengers are on royal duties and as mentioned traveling in one direction at a very slow speed, than of coarse she should be exempt.
However for Princess Diana traveling at break neck speed should have worn one.
She may have been with us this day.

I think that any royal procession would probably be treated much the same as any other parade. Much like Mardi Gras Drag Queens, Elves and Pixies on parade floats, etc... I don't know if there's a special law covering it (yet!) but a certain amount of leeway could be allowed. :)
And we can't have the cops arresting Santa Claus very time he gets driven round the neighbour can we? We use our big fire truck to cart Santa and an elf or two round the locality every Christmas, chucking bags of lollies at the kids. So far he's escaped the lockup. :) But who knows when the long arm of the law may strike...

I would think that she wouldn't be exempt except for in the ceremonial role.
An intelligent person what ever their regal status would wear a seat belt when out on normal everyday vehicular travel.
I am sure the queen and other royals wear seatbelts,they aint stupid,well I don't think so anyway :)
Why don't you "google" that as a question:question:
I don't mean if the Royals are stupid;)
