Sad to see every photo I have seen him with a telescope has been made in China. Signs of the times for US production

I'm glad to see President Obama leading by example. I, too, always observe in a suite and tie. Those photons have come a long way and it is only right to dress to greet them. It lends a certain gravitas to the evening. :P

I wonder if he kowtows to photons like he does the Sheikhs, Emirs, Chinese and Cubans?

Yes, I apologise.
He does have the traditional contorted face of unseasoned astronomers though: http://media3.washingtonpost.com/wp-srv/photo/gallery/091008/GAL-09Oct08-2761/media/PHO-09Oct08-181070.jpg

Being the president of the USA, I would have expected to see a bigger scope.
He might have Executive Access to Hubble !

That's probably the only way he could have a look. The secret service would never let him turn the lights off, mind you the light pollution would have to be bad in the capital city to see much anyway.
