a pulse of light is not the same as light itself. Its like the spot of light you see when a lighthouse beam hits a cloud. If the cloud is far enough away, it can appear to move faster than the speed of light.

But,

the light itself is not going any faster, and
no information is transferredc still rules.

If a pulse of light 1 nanosecond duration were studied from a time frame of 10to the-3 picoseconds, would that pulse not be a solid beam of light
relatve-itly speaking :shrug:
