Whats the correct order to process photos?

Raw as is -> DSS -> tif -> PS?
or
Raw -> PS -> Mod Raw -> DSS -> PS?
or
Raw -> PS -> JPG -> DSS -> PS?

or any other suggestion?

Raw -> DSS, save in 32 bit Fits file -> Fits Liberator for stretching in 32 bits Fits files then convert to 16 bit Tiff -> PS.

No matter what tools/apps you use you want to minimise any potential information loss until the last possible moment. Hence try to keep the images uncompressed and at the highest bit depth possible.

Using your example, your first line is probably the best path and the last line the worst.
