Here's the sort of pump I use in water cooling. I use the same type pump for computer water cooling. Runs on 12V and is variable speed. For camera cooling you'd want to run it on it's lowest setting.

My pump is submersible with a 1m head of pressure. It is only about 200l/hr which is plenty. If the camera is higher than 1 metre when I start it I just lift the drum of water up. After flow is established it can be put on the ground well below the camera with no problems. The water will syphon as air can't get into the pipe.
