Such an essay would be wasted on the Brisbane City Council.

To save money on power consumption for street lighting, the council are moving street lighting to LED. However, they are not requiring the LED lighting to be properly and effectively installed, the current wasteful and inaccurate system will be continued. As if that is not enough, they are going to be using 4,000° K bright blue-white lighting, as a minimum.

In short, more light, brighter light, for less cost, irrespective of the harm and waste.
Once this is council project done, even more stars will be rendered invisible in Brisbane's already abysmal skies.
