I tried this fix once but the dog kept licking the telescope so I had to scrape it off....

Must be a big toolkit to fit both scope and dog in... and the scraping off of dogs...is that an act of cruelty or kindness?
I did a little searching. it seems that baking soda will act as an accelerator for the glue, making the chemical reaction to set it happen faster and also gives extra body/bulk to glue.
If you want the superglue to fill small gaps, like an imperfect crack (doesn't fit together perfectly), I would suggest the gel variety for any important repairs. Loctite is an excellent brand. They also make an accelerator/primer which makes for a very quick bond, esp. useful in manufacturing, not that it isn't fast enough already. Store at low temp / refrigerate to increase its shelf life.
