Installing a dew heater

My Kendrick newtonian secondary dew heater comes with copper tape which they say can be stuck onto the spider for a flush fit, i.e. no extra diffraction from wires. You solder the heater wires onto the copper, and can solder coax sockets to them into the wall of the tube.

My question is regarding that copper tape. Does the adhesive you stick it to the spider veins with act as an insulator?

I don't want to just set up a short circuit through my presumably conductive steel veins!

How does it work?
