Magnetar magnetic field strength?

Does anyone know why the magnetic field of a magnetar is so strong?

Are they different from ordinary neutron stars in any other way?

Thanks for your help.

I would recommend reading Prof Bryan Gaensler's book, Extreme Cosmos.
An excellent read.
