a. application to digital downloads or similar online-only products and services, a.k.a. "the netflix tax" - this still starts on 1 July 2017;
b. application to overseas online purchases under $1000 - this has been delayed to 1 July 2018 (modified when passed in the Senate along with inclusion of an urgent Productivity Commission inquiry into its efficacy).
eBay is correct to apply the "netflix tax" to seller fees commencing 1 July 2017 as those fees are for an online service.
eBay will not be collecting GST on the price of your overseas eBay purchases and have commented that they would rather block all overseas transactions than collect that tax component.
