Tracking vs nontracking

Would it be safe to assume that a alt/az mount would be better for general observing and short exposure photography where an Eq mount would be better for tracking and long exposure?

Yes.
Generally for astro photography you need a German Equatorial Mount.

Peter, depends on the mount... but yes it is why I generally set up my AZEQ6 in altaz mode. The eyepiece position is a lot more convenient especially if there are kids to look through it, and no concern about where north/south is.
