An observatory (ROR) may not comply with local building regulations, and that is worth checking. Most local government Councils have fairly relaxed rules in relation to garden sheds, but they are small footprint and low height structures. Your talking about a sizable structure, it may need planning approval.
It is possible to sneak build a structure, without approval, but if you ever sell the property it might have to be removed as it would be non-compliant.
Suggest you check with your Council planning people, before you engage a builder.
Small observatories, owner built, can get by under the garden shed type rules, but better to ask now.
