Focus with EF lenses - cropped sensors

Another aspect of the search for a CCD camera is focus. I notice, and it is documented (I read recently) that using EF lenses on other than full frame cameras (APS-C) causes soft focus (i.e. not so sharp). I struggled with this for a long time until trying the lens out on a full frame camera - lo and behold, sharp images.

Is this a characteristic that I can expect from less than full frame CCD cameras, and is this a back focus issue? If so there doesn't seem to be much that can be done about it other than software sharpening, which is often necessary, but not really a substitute for proper focus.
