Read up on the settings for the knobs for RA/Dec - there's 2 on each axis. One does the axle lock, the other is to engage the gear. You probably have the lock in place and the gear disengaged. When the gear is engaged it is rock solid. For just the axle lock, there's a little bit of play.
Warning: DO NOT engage both the gear and the axle lock at the same time.
