they did, I've got ex-soviet 500mm cat lenses which are pretty good especially for the time they were made. Still optic quality you'd all complain about if you were given one of these expensive lenses. The were not made for ignorant consumers, just ignorant government contracts with the budget to pay for a single lense instead of mucking about with complicated things like adapters and teleconverters.
