Don't worry too much about it, as it's easy enough to fix when you need to. Very few observers bother with the setting circles anyway. To fix it, you will need to polar align your telescope anyway. Search for drift aligning an Equatorial mount and if you're only doing visual observing I would imagine you only need it to be good to .5 degree or so. Once you are polar aligned, use the finder scope and point the thing at a known bright star. Look up the star's position and turn the RA and Dec dials to match. You are then ready to offset to a nearby deep sky object! Or - forget all the above and star hop using the finderscope.
