Recommendations for ultra-wide angle APS-C lens

I am thinking about getting an ultra wide angle lens for landscapes and maybe nightscapes. My current daytime camera is a 400D, and if I were to upgrade it would probably be to another APS-C camera (eg 60D or 7D).

On the shortlist is a Canon EFS 10-22 and a Tokina 11-16 f/2.8 AT-X 116 PRO DX-II. A Samyang 14mm f2.8 is also a possibility (and would be handy if I ever went full frame) although for APS-C i'd prefer something a little wider.

Any others I should be considering?
