Some chinese manufacturers do not need to conform with Australian laws, so they can undercut massively even below the value to produce to get load of retailers ordering. Once done they simply bump up the price.

Another method is calculating the value it would take to produce a minimum quantity than do a blanket sale and sell to anyone until they can justify it or until they get orders in to make it marketable to only work as a distributor.

Finally in my knowledge, what is quality, even under Australian law marketing has free access to over emphasise the quality of the product and their services. I forgotten the legal term when I took a course in it but it is real and there is nothing that can be done.

Overall it is a buyer risk, and Australias very tight anti-competition and weak marketing laws.
