I've done LRGB images of brightish targets from inner Brisbane suburbs that looked reasonable. You need good tools for dealing with gradients (PixInsight's DynamicBackgroundExtraction does it for me) and you need a lot more data than you would at a dark site. The skyglow itself isn't a problem but the noise inherent in it is.
I haven't ever used LPR filters. An OIII filter will only help if you're doing narrowband.
