That will indeed boost Earth based telescopes.
I even think that the
39m E-ELT (cost $2 billion) will outperform the
JWST (cost $10 billion), not only because of its much larger aperture: 6 times bigger == 36 times light collection surface.
And I doubt whether the
conceptual HDST possibly planned to be built in the 30s as a successor of the JWST will be ever built. A
100m OWL optical telescope which was canceled due to technical design problems in favor of the EELT would have more chance in the 30s due to improved technologies compared to the 00s (30 years ago).
Bottom line: Earth based telescopes are MUCH cheaper to build and atmospheric turbulence is not a big problem anymore. Only sky coverage is a disadvantage as these telescopes miss a part of the sky close to the opposite celestial pole, but that is usually less than 15%.
