People asked re the "definition" when the legislation came in and were told that even if
a laser was "affixed" to a telescope, it was a defined weapon
in Victoria. The fact you could pick up your ball and point the lasers "anywhere" ( ie what you actually need to do to use it ) would probably classify it as "hand held" immediately.
But anyway, if you know better, get a formal statement from the Victoria Police to tell us its OK here ( Lots of luck )
