Had a look at their forum and found that the licence file is supposed to be located in (for windows machines)
C:\Users\<user-name>
It was not there. so searched and found it in the installation folder for PixInsight. Copied the licence file to the correct location and the program started normally.
Unfortunately I have no idea how this situation came about. I certainly would not have deleted a file called pixinsight licence!
Strange things happen.
