Windows Live seems to do a good job, although I use
Jalbum because it has free access for 2G of photo but because I have a website I can use their software at no cost to upload as much as I want.
The main benefit is the Windows software to manage photo's and then just upload them when i am ready, saves a lot of time uploading bit by bit and waiting for web page update to insert comments.
For a better system I am considering Zoomify for more detail descriptions,but it will take more work.
