Paul, You are talking about a "Thermal Imaging Camera". These usually work in the 8-14 Micron band. The lense will usually be made from Germanium and is Gold in appearance.

I don't think you will find a cheap one, but you might talk to your city
Fire Department as they use them to see through smoke. The camera usually has a built in viewing screen, and some also have a Video Out socket to run a lead to an external monitor.

This type of camera is also available for hire for industrial use such as looking at the heat loss from buildings or other objects.
