Its been a long while since I did it, but I'm sure I used registax, Dave.

Something along the lines of:

Open video in Registax.
Select "Show Framelist" and select the frames you want.
Then on the Stack page there was an option to save as a series of photos. (I'm thinking R4 or R5 here - dunno if its still available in R6).
I then opened the series in Photoshop as a stack, and saved as an animated GIF.
