I have the Sony DSCP100, which can do up to 30 seconds.. I wouldn't say it's an astrophotography camera though.. ideally you want a DSLR.. but at 15 years old i'm sure it's not within your budget right now.
You've only just got binoculars.. are you sure you want a better camera before a scope?
I did some astrophotography using my kodak point and shoot 2 megapixel..
