Looks to me like a cleaning solvent may have "wept" out of the cell.
It may simply wipe off....a very simple remedy IMHO.
Let's face it you would not return a new car due a lone bird dropping.
AP recommend cleaning optics with acetone. Contact the seller. Ask whether they are OK with you gently cleaning the lens....as this simple fix may be a whole lot easier and less costly in time an money than returning it.
If not. Leave it alone! Return it as is.
