The only problem is that Gimp will convert your tiff to 8 bit and then you convert to jpeg - either way you loose data. better to load a bmp 24 bit file in gimp and convert to jpeg - much better results.
Cinepaint, which is also free and an offshoot of gimp will let you work in 32 bit or 16 bit.
photoxx also free, but unsure of its availability for windows, works in 48 bit.
