I had an issue like this, very frustrating. I narrowed it down by asking it to goto a recognisable target near the SCP (ie rigel Kent). If it pointed somewhere in the arc where it was/will be, it's probably a time issue. If it goes to the ground or off towards the north, it's likely a location problem. On that occasion, I was using + instead of - for the latitude.
