Mike, a heated pad may well help. I've got dew zapping straps on my big dob, & they work fine.
Just keep in mind that you'll have a wire to contend with between the battery, controller & writing pad.
Paper is also very absorbent of moisture in the atmosphere. The laminated nature of a writing pad may compromise the effectiveness of the heating pad, so it may work best with only a few sheets at a time.
Worth exploring, for sure.
