Cameras tend to follow "Paranti's Law" (not sure of the spelling).

"You get 80% of the effect for 20% of the cost."

Compared to a 5D, a 450D cost about 20% and gives you 80% of a 5D, and a 40D gives you 90% for 50% of the cost. The about to be released 1000D will give maybe 70% at 15% of the cost.

As for lenses, there isn't that much difference in price - a EFS 17-55 f2.8 cost $2000 (RP) and the (almost) equivalent EF 24-70 f2.8 cost $2400 (RP). Halve these prices if you shop around... The 24-70 has better weather sealing and is a bit wider (on 35 mm).

Of course there are also 'budget' canon lenses, but if you buy a $3000 camera, why put a crap lens on it. I just replaced my 17-85 with the much better 17-55.

Probably the best thing about having a 5D is showing it off with a L-series lens with the sexy red stripe around it....
