I had this problem when my laptop was re-imaged after leaving my old work. Problem was, the re-install of XP didn't contain service pack 2, so it didn't include the USB2 drivers.
I ended up buying a fresh copy of Windows XP and letting it do it's auto-update thing to bring it all up to date.
Was worth it in the end.
The fact that it works on your desktop and not your laptop - could this be the issue? Is your laptop USB2, and does it have the latest Windows updates?
