Some of the reasons:
Aus importer tax, if you can't make 200% you don't bother.
The chances are that this is a factory reject of an OEM for a well known name Astro brand that is selling off units with minor paint defects or machining is slightly out of tolerance.
I don't know why you would ever want to hang that much junk off your scope but you certainly shouldn't pony up $80 for it because of Astro-markup.
