It's all about low-light sensitivity John. And also the ability you have in the driver to change the capture parameters, like gain, exposure, frame rate etc.
The ToUcam is a known quantity, for $145.
You could try the Vixen, but you could be wasting your money for the sake of $20-$30 savings. Just my opinion of course.
