Yes , see the 3 Allen head screws on the top ( Azimuth ) and side ( Altitude ) plates ? , these are NOT cover bolts instead they loosen a ' CAM ' style mechanism that when these 3 are loosened a little bit ( 1/3 of a turn ) the whole top plate ( bolts and all ) can rotate left or right . Mine was very hard to turn so I used an oil filter removing strap .

I cant remember exactly but I think clock wise turning of the plate tightens the movement and counter clockwise loosen's the movement ( tightness or looseness of the feel ) .

It is only a tiny amount of rotation between to loose and to tight , about 1/20th a turn max , its fiddly but once got just tighten the 3 Allen bolts and test , this is the same with both Altitude and Azimuth .

I remember the 3 Allen bolts on mine were VERY !! tight so be aware . And be ready for a whole lot of trial and error .
