I suspect a lot of the problem comes down to the psychology behind "multiple deaths" in one incident.
Averaged over 10 years, a few bombings comes out at a small number, but at the time, multiple deaths at one site becomes a major event, and with the assistance of over zealous reporting, it sticks in peoples minds, and politicians leverage it.
Just look at what happened in Melbourne a week back.
Stupid and tragic event, but that many people die and more are injured every week in one off accidents, and it is just treated as normal unless you are personally affected ?????
