I've been a member for 15 years but am a very quiet member ;) I have 5 posts though - I assume that there is a manual step to allow me to post?

You should be able to go to the Classifies section and click on the first one relating to Scopes etc, than "place new ad" by clicking on the little icon to left of screen about three quarters up the page, and go from there.
